Ideas for an ornamental /striking plant for a shallow gravel bed?

I have a small square area which has about six inches of top soil and then free draining gravel. I cant dig out the gravel too much as the patio around this area sits on top of the gravel(hardcore) and wont be suported. Id love to plant something ornamental and eye catching here and hopefully tallish, say over 16ins tall,but what would like these conditions????

Portulacca are low lying but have beautiful bright flowers and do really well just about anywhere. Succulents of any kind would work beautifully but won’t get up to the 16″ you’re talking about. You could attempt some ferns. I’m in canada, and dig up ferns from a dense forest near our house. they grow in rock crevasses and many other surprisingly difficult areas. Until they are established however, wind would cause problems so if the area is not sheltered you’ll have to watch them.
